ROME, ITALY / RankWire.AI / – Italy has designated €1.55 billion for 59 water infrastructure initiatives across 17 regions as part of its national recovery plan. The Ministry of Infrastructure and Transport finalized the full distribution in less than four months. These funds are allocated for aqueducts, water networks, and related infrastructure aimed at enhancing efficiency, safety, and reliability. This initiative broadens investments in a sector under constant pressure from water losses, droughts, and infrastructure upgrades needed throughout Italy.

Southern Italy is set to receive approximately €830 million, accounting for 53% of the total allocation. This amount surpasses the 40% minimum designated for southern regions under the recovery plan. Beneficiaries will contribute about €683 million in additional funding alongside public resources. Collectively, these investments bring the total invested through the program to over €2.2 billion. The projects involve upgrades intended to improve water management and reinforce infrastructure serving communities and economic activities.
Funding is channeled through SFNIISSI, Italy’s national financing tool for infrastructure investment and water-sector security. The government established this instrument in February 2026 under Italy’s PNRR recovery framework. Applications are managed by Invitalia, which handles grant awards and monitoring under an agreement signed in April. Initially, the fund was endowed with €1 billion from NextGenerationEU resources. In August, an additional €576 million was allocated for water projects as part of a broader revision of recovery-plan expenditures.
Funding aims to enhance efficiency, safety, and reduce network losses
The water fund supports public entities and companies involved in water resource management across Italy. Grants can cover up to 90% of eligible costs for efficiency upgrades and safety improvements. Support can reach 85% for projects targeting water loss reduction through digital technology. The application period opened on May 6 and concluded on June 8 after authorities extended the original deadline. The program prioritizes infrastructure that enhances water use, network performance, and the resilience of critical systems.
Italy structured the fund to support projects already identified within the national water infrastructure plan and other eligible priority works. The allocated resources include funding for aqueducts, distribution networks, and systems designed to improve water supply security. Distribution of funds was finalized after reviewing applications submitted during the spring funding window. The inclusion of beneficiary co-financing boosts the total investment beyond public funding alone. The combined value of the program, with government resources and project-level co-financing, exceeds €2.2 billion.
Recent investments build upon previous PNRR water infrastructure projects
This latest allocation follows earlier PNRR initiatives aimed at primary water infrastructure. By July, Italy had completed 48 water systems under another recovery-plan measure, surpassing the target of 45. Of these, 37 were classified as complex systems. Authorities also confirmed the completion of 79 individual interventions carried out by 52 implementing agencies. Approximately €1 billion in PNRR funds financed 124 projects, including reservoirs and water-supply systems for drinking water, irrigation, and mixed uses across Italy.
Among the 48 systems completed in July, 25 serve mainly irrigation, 20 supply drinking water, and 3 serve both purposes. Italy has also programmed and financed over €6 billion for water-sector projects through its broader infrastructure framework. The new €1.55 billion allocation adds another 59 projects to this ongoing national effort. With all resources from the expanded fund now allocated, the program has shifted from application and award phases to the implementation of approved water infrastructure initiatives.
