Fletcher informed UN member states that the epidemic is progressing more rapidly than previous Ebola outbreaks. He urged governments and donors to increase financial support and facilitate humanitarian access. This appeal coincides with health teams battling rising infection rates, insecurity, and severe pressure on healthcare services across eastern and northern regions of the country.

WHO Director-General Tedros Adhanom Ghebreyesus described it as the second-largest Ebola epidemic ever and the fastest-moving outbreak documented. Ituri continues to be the primary transmission hub, accounting for most cases since the start of the outbreak.
This outbreak involves the Bundibugyo strain of Ebola virus and was first identified in May 2026. WHO has classified the situation as a public health emergency of international concern. As of August 26, the agency reported 5,794 confirmed cases and 2,786 deaths in the DRC, before the total surpassed 6,000. Additionally, 1,293 recoveries had been recorded by that date. Health officials are actively conducting surveillance, contact tracing, laboratory testing, providing clinical care, and engaging communities across affected regions.
Security challenges and fragile health infrastructure hinder Ebola response
The Ebola crisis is unfolding amid a broader humanitarian emergency in the Democratic Republic of the Congo. Fletcher highlighted that nearly 11 million individuals require humanitarian aid due to ongoing conflict, displacement, food shortages, and malnutrition. Violence in eastern DRC has limited access for health and relief personnel. Since activating an emergency response mechanism on June 9, the United Nations has expanded its efforts. Operational humanitarian hubs have also been established in Bunia and Beni to support field operations.
Healthcare workers on the frontlines face significant dangers during the response. Fletcher noted that more than 40 medical personnel have lost their lives to Ebola, while treatment centers and ambulances have been targeted in attacks. WHO data up to July 30 recorded 151 confirmed infections among health and care workers, including 44 fatalities. Efforts continue to emphasize infection prevention, safe clinical practices, and enhanced protection for responders. WHO has also stated that ongoing unidentified transmission chains and deaths outside treatment facilities complicate containment efforts.
Funding increases and vaccine research efforts grow as cases escalate
The updated 2026 Humanitarian Needs and Response Plan for the Democratic Republic of the Congo allocates $2.1 billion, including $300 million specifically for Ebola-related initiatives. Fletcher appealed for more flexible and increased international funding to support both the outbreak response and the broader humanitarian effort. WHO has separately indicated that a government-led six-month Ebola response plan requires $1.3 billion. The organization has urged member states to accelerate their contributions as authorities ramp up surveillance, treatment facilities, laboratory capacity, community outreach, and other critical public health measures.
On September 1, WHO also released revised guidance on Ebola vaccination as researchers explore options against the Bundibugyo strain. The agency stated that current evidence is insufficient to confirm whether the licensed Ervebo vaccine offers meaningful protection for humans against this Ebola species. It recommended using the vaccine solely within research protocols while ongoing clinical trials seek to generate additional evidence. WHO and Africa CDC are supporting the Congolese government’s response, with health officials continuing efforts to identify cases, interrupt transmission, and safeguard communities across the six affected provinces.
