When combined, these rulings establish that Meta must pay $567 million in New Mexico for teen mental health initiatives, bringing the total liability from the state’s enforcement action led by Attorney General Raúl Torrez to $942 million.

While the court mandated several product modifications, Judge Biedscheid chose not to require mandatory identity verification for users under 13, citing protections provided under the Children’s Online Privacy Protection Act.

    Meta’s corporate representatives confirmed after the hearing that the company plans to appeal the decision to higher courts. In an official statement, Meta asserted that it has invested heavily in developing features suitable for different age groups, tools for parental oversight, and automated moderation systems across its platforms. Company officials argued that the ruling misrepresents platform architecture and overlooks the internal efforts dedicated to removing harmful content and identifying malicious actors.

    Judge Orders Funds Toward Prevention and Early Detection Programs

Over 40 state attorneys general, along with numerous local school districts, have initiated similar lawsuits claiming that platform design choices promote compulsive use among teenagers. The New Mexico ruling sets a significant legal precedent as other states move forward with their cases in federal courts later this year.

    As Meta prepares to challenge the $567 million fine for teen mental health initiatives through the appellate process, state officials are reviewing how the trial proceeds will be allocated. Funding priorities outlined by New Mexico officials include expanding access to rural healthcare, supporting clinical behavioral counseling, and establishing school-based health clinics. The structural changes mandated by Thursday’s decree are expected to remain in effect for five years, pending the outcome of Meta’s appeal.
